If anyone has one that is in English and working please let me know your price.  The one I have lost all controls and button response on player 2 except for going right.  Player 1 works fine.  None of the chips are removable and the game is all in japanesse so I don't really want to fix it.  Was working fine so I'm not sure what happened but it looks to be internal.

Please let me know if you have one to sell.  If you repair them and if you want I could even send you the one I have.  Maybe we could work something out.

If nothing seems burned on the pcb, and if its a JAMMA pcb.. i suggest that you take it out and erase the connector pins with a pencil eraser (each side) !

I know, it sounds stupid but the pins do get dirty and stop making contacts, i fixed a few boards like that. Easy and cheap to try at least

Yeah, I wish that was the case but allas it is not.   I gave that a try and even put it into some of my other cabs with the same result.  I wouldn't know where to start if I were to try and fix it on the pcb.  All the chips are soldered (roms too).  I don't see any blown caps or resistors but there has been some previous work done to the pcb.  I have too much on the go unfortunately to get into another repair project so I would rather find a working one.
