I reseated the CPU and prism card, no luck. Will test the voltages next.
I contacted the seller and he's been trying to help me trouble shoot. He said the machine worked fine when he had it and the power supply wasn't noisy. He's been very good at responding to my emails and packed it up good, I think he's honest.

Tested the +5v and +12v voltages coming out of the pwoer supply. Used one of the unused connectors. They tested fine.
Does that leave the motherboard? Oye vey, maybe I should get that nucore after all.

I don't know what I did, but after leaving it on for 5 minutes or so I heard a 'bong' from the other room, ran over and it booted!!
It now boots right into the game.
It has a bunch of switch errors and burnt bulbs, but I can handle that and pin2k's great diagnostics will make fixing it a breeze
The game software is v1.1, do I need to upgrade? I'll just borrow a USB to serial adaptor and NULL modem cable from work.
The video image is also wobbly from time to time (not always). Also, in the RGB test, the top left of the monitor is showing the wrong colour, but this doesn't show during gameplay because that region's dark.

As Steph mentioned, you'll want to upgrade the software asap as it's missing a bunch of stuff for sure.
Now that she's booted, does she boot up consistently even after being powered off for a while? Wonder if the electrolytics on your mobo have been changed yet? Reason I ask is these mobo's didn't escape the bad caps that were made about 10 years ago. Check all the electrolytics on the mobo for swelling / ballooned tops. If you notice any you'll need to replace them as these will cause you all kinds of grief. I've had to change out a bunch on a few different P2K mobo's so far.

I tried it on my friends and it worked fine, brought the laptop and Null cable hone... and no connection to COM1? Its like it never connected... so that leads me to beleive my internal std. serial cable is bad... or my prism card is defective?
My friend is coming over this week to see for himself and hopefully help me out... worst case, he has a plug in upgrade board that will upgrade my software without the need for a laptop... but I'd like to solve this problem nonetheless.... just in case new games are made for the Pinball 2000 format.

PS: some of the tragets and switches are VERY hard to find... but they are out there. let me know if your having prblems locating parts, I may be able to lend advice (since I just went through all the research myself).

It's hard to say. Did you check the mobo yet?
When the monitor went blank did you notice if anything else shut down? (fans / marquee light etc)
It does sound like it's an issue contained inside the cpu case though. Could be bad caps, bad processor, flakey power supply...
Well, one of the green caps looks like it's slight bulging, my guess is it's the problem. Where can replacements be found? Are they hard to replace?
When the game shutoff, the marquee and monitor stayed on.
Update: Just read Clay's guide on this issue, and it definitely sounds like my problem. I'll replace all 5 caps (will get my guy at work to do it, this looks challenging). Looks like GPE has 1000uF 6.3V capacitors in stock.

If not the game isn't booting and probably it isn't the monitor.

I bought a capacitor from a local electronics store to replace the bulging one on the motherboard. According to pinrepair.com it's a 1000uF 6.3V capacitor, but the store only had 1000uF 25V, will it work?
