Yes..  If you don't mind using an older version of MAME, you can use ArcadeOS as a frontend.  Just google it.  It's not for the faint of heart or computer illiterates.  It's a MAJOR pain in the a** to setup but then it works like a charm.

It really depends on the games.  Mame emulates a variety of games, some complex (like 3d games) some not (like Pacman).  If you're into the old classics like Donkey Kong, the P3-500 is fine.  If you're into some of the more advanced 2d fighters like Street Fighter 3, then it won't do the job, but I "think" the Celeron 2ghz will be ok.  With some of the advanced 3d games, I don't think a PC exists yet that will run them well, though I could be wrong.

Ya.. it's crazy how much resources Mame takes.
I have a P4 2.8 with a good 3d accelerator and I can't play any of the recent games. Cruis'n USA doesn't even run properly.
The newer Mortal Kombats get quite choppy too.

Probably the fact that Windows is also running the background. I'm still trying to tweek windwos to run as efficiently as possible.

You don't even need a hard drive or OS with this guy:

I just don't know how up to date it is. If you're playing classic games, on hardware more than 2 years old, it should be fine.
