I purchased the one you listed for $9.99, but I did not pay that little, I paid regular price at the time. I only needed to fix 1 rivet and did not need the "professional" model for double the price. They are easy to use.

The problem with pop rivets is that they exert a lot of pressure on the pieces being rivetted and can easily crack the plastic. This is the ideal tool: http://www.pinrestore.com/Riveting.html
Those Canadian tire jobs are for aluminum rivets that pull through the plastic and expand.
The so called ideal tool is good at breaking plastics too. The rivets used with this are nickle plated brass like the originals for the mostpart. Going slightly longer on the rivet and putting a washer on the backside helps a bit with the cracking during install issue.
What your looking for is more than likely "tubular" rivets and equipment rather than "blind pop" that the Canadian Tire tool is for.
