I didn't check it often enough to establish that fact, but now that you mention it, each time I did it was on sale.

I thought there was some sort of law that after a certain amount of time they have to state that the reduced price has to be listed as the regular price.

There is, as long as the article has been at normal pricing "at least" one day of the year, it can be on sale for the rest
