I have someone asking me for the "English" version game roms of Whirlwind and Bally's Special Forces.

WW is a system 11 game and I thought it was just a language setting you changed ( Adj #51 ) ?
Is this the case, or is there indeed a German and English eprom version of this game ?

He also had the same issue with Special Forces pin.
Again, I think this is just a setting adjustment, but I don't know for sure.

It's a jumper setting on the CPU that specifies the default language. (W7 comes to mind, but don't quote me on that)
