That would be too easy...

What you have there is a barebones Pac PCB.
You need Eproms, Color Proms, CPU, Sync Bus Controllers, etc...
In addition, if you want to run Ms. Pac,
you need an additional daughter card
which fits into the CPU socket and has additional chips.
There is a hack that will allow you to play Ms.Pac
without this daughter-card, but it involves PCB hacks,
and if you're going to do that, you might as well get
a 4-1 hack and play multiple games.

(...I can get you those...), but you'll need a Z80 CPU
and Sync Bus controllers adapters.
All of them are repro-ed and fairly easy to obtain,
but aren't exactly cheap..

However, if you think your PCB is otherwise OK,
it might be worth it, given that original "working" Pac boards
go for $150+ easily.
(NB. My limited experience has taught me that a board
is usually stripped for parts when it's deemed too problematic to fix.
Of course, that's a relative issue depending on your skills,
but don't assume all you need are new socketted chips. )
