I have; and have never been truly happy with the result.  I have tried 3-4 types of blue using the cold blue technique.

Recently I discoverd there is another method by boiling the blue and it is supposed to be superior but I have yet to get exact details on the process or try it out.

What I have done in the past is:
-remove any signs of rust with steel wool
-remove oils with alcohol or naphtha
-apply blue as per directions.
+if jelly cover surface
+if liquid saturate or soak paper towel so that the chemical has contact with the flap for several minutes

Lather rinse and repeat until desired blue is achieved.

For me the result is closer to black and not a rich bright blue like NOS flaps.  I also found the intensity of the blue varied along the flap and is splotchy in some areas.
I found if you heat the flap prior to applying the blue, it absorbed better.  Probably an indication of the hot technique being better

Yeah, I've only heard decent succuess using the boiling method myself.

Alternatively you could buy new flap material and make a new one....

But then you still have to "blue" the edge where you've cut the piece..

I have blued a few guns in the past - many years ago.  The trick was many thin coats.  As with paint, many people tend to go for a few thick coats with poor results (not that you can apply a "thick" coat of blue - but don't leave it on - apply it and wipe it).  You should almost not be able to see a difference in the metal from coat to coat - it's a cumulative process....
