I sometimes get white paint scuffs on my Motorcycle helmet. Crazy as it sounds, toothpaste and a slightly dampend rag works wonders to remove them. I would suspect that this would also work on a painted wood cabinet. However, as with any cleaning process, I'd recommend testing in an unconspicious spot first. Especially if you're cleaning sideart decals. Also, only regular types of toothpaste work. Gels do not.
One added benifit is that when you're finished you could honestly say that the cabinet is 'minty' and add $300 to your selling price

Regular toothpaste is essentially a polish with a grit in it. You can substitute baking Soda and water for more odourless alternative. You can try various polishing cremes with grits, such as Novus 2 or 3, I use Mean Green as Bally Boy suggests, or a magic eraser (with a lubricant of some sort - it too is an abrasive). What you are hooping is that some paint has rubbed off onto the cabinet and you are essentially, and gentle, sanding it off again. If a scuff has scraped the paint or the cabinet decal off, then you have a different problem.
