I did some gouge touch-ups on the HH I recently restored and I used a structural epoxy for the deap ones, I used a bit of plastic wood for the shallow ones, but I don't think it's strong enough for spots where where the ball actually drops from a bit of a height. If I do another one, I'll use a forstner drill bit and sink it 3/16" or 1/4" into the damaged area and then fill the hole with a matching disk of good hobby plywood.
As for touch ups, I airbrushed acrylic, and it works well because if you don't like it, you can wipe it off with alcohol and try again. It must be cleared, or mylared over though.
Mylar disks will effect the ball path a bit though, you'll only notice it when the ball is moving really slow, but it's there, and I used a really thin mylar I bought locally from a label making buisness.
